In this sense, with its pre-incubation and incubation opportunities, it has a tendency to encourage students, researchers and academics together with its stakeholders in its target group and to attract investors. It aims to increase profitability and turnover by increasing investments in strategic areas and strategic regions. In the process of transforming an invention with an innovative idea and/or competitive advantage into commercial value, its intellectual rights are also protected, and internal and external stakeholders are supported in entrepreneurship and commercialization.
What is the Entrepreneurial and Innovative University Index?
The Entrepreneurial and Innovative University Index was prepared by TUBITAK in 2012 for the first time in Turkey, within the scope of the decision of "Developing policy tools to trigger innovation and entrepreneurship in universities" taken at the 23rd meeting of the Science and Technology High Council.
The index ranks the 50 most entrepreneurial and innovative universities in our country.
By ranking universities according to their entrepreneurship and innovation performance, the index contributes to the increase of entrepreneurship and innovation-oriented competition between universities and the development of the entrepreneurship ecosystem.
With the index, universities are ranked according to 23 indicators under the dimensions of scientific and technological research competence, intellectual property pool, cooperation and interaction, entrepreneurship and innovation culture, and economic contribution and commercialization.
The Entrepreneurial and Innovative University Index aims to encourage entrepreneurship and innovation activities in universities. Therefore, this study is not a list of universities according to the quality of education or a ranking that reveals the most successful university.
In addition to YÖK and TÜİK, the Ministry of Science, Industry and Technology, Ministry of Development, Ministry of Finance, TPI, KOSGEB and universities contributed to the studies initiated by TUBITAK at the beginning of 2012 on the conceptual framework of the index1. The Senior Group, consisting of the President, Deputy Undersecretary and representatives of these institutions, made evaluations. In addition, the Technical Group provided support to these studies.
In the process of creating the index, a pilot study covering 16 universities was carried out between April and May 2012. After the pilot study, an evaluation meeting was held with the vice-rectors of 16 universities and the indicator set was finalized with the contribution of the relevant public institutions. The first results of the index, which was created by consensus, were shared with the public on October 10, 2012 by the Minister of Science, Industry and Technology, Nihat Ergün.
Within the scope of the index, views were exchanged between TÜBİTAK officials and the European Commission Joint Research Center unit specializing in composite index.
YÖK, Ministry of Science, Industry and Technology, Universities, TPI, Ministry of Development, KOSGEB, TTGV and TÜBA contributed to the data collection process.
209 institutions contributed to the 2013 Entrepreneurial and Innovative University Index data collection process. Within the scope of the index consisting of 23 indicators, a data set of approximately 400,000 cells was collected at the end of an intensive study of 6.5 months and subjected to various controls and evaluated.
Within the scope of the index, 136 universities with 50 or more faculty members were included in the calculation. While 1 new university has been included in the top 10 this year, the place of 7 universities in the top 10 has changed compared to the previous period. Likewise, 3 to the top 20; While 8 new universities are included in the top 50, 17 universities in the top 20; The place of 46 universities in the top 50 has changed compared to the previous period.
While creating this year's index, the indicator values ​​were normalized by dividing the 2012 academic staff value of the university provided by YÖK2. Also, Global Innovation Index, EU Innovation Union Ranking etc. With the min-max method, which is also used in the indices, each indicator was standardized as the largest value of 100 and the smallest value of 0. Considering the distribution of the indicators during the calculations, techniques such as extreme value analysis and transformation, which are also used in the aforementioned indices, were used.
